Francisco (\u201cPaco\u201d) Garay es nativo de San Miguel de Allende. Creci\u00f3 asistiendo a la escuela primaria y secundaria Jos\u00e9 Vasconcelos. Garay obtuvo una licenciatura en Pol\u00edticas P\u00fablicas y Asuntos Internacionales de la Universidad de Princeton. Despu\u00e9s de graduarse, pas\u00f3 los siguientes cuatro a\u00f1os trabajando como consultor de gesti\u00f3n en Washington DC para Kaiser Associates, donde se centr\u00f3 en ayudar a las empresas multinacionales a mejorar sus operaciones en Am\u00e9rica Latina. Garay luego obtuvo un Doctorado en Jurisprudencia en la Facultad de Derecho de Stanford. Luego de ser aceptado en el Colegio de Abogados de Nueva York, Garay trabaj\u00f3 en Cleary Gottlieb Steen and Hamilton LLC, una firma de abogados con sede en la ciudad de Nueva York, donde se centr\u00f3 en el derecho corporativo latinoamericano.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

En 2017, Garay y su familia decidieron regresar a San Miguel, donde continu\u00f3 brindando servicios legales a empresas en todo M\u00e9xico. Adem\u00e1s, Garay trabaj\u00f3 con Pro Mujer, una ONG con sede en Nueva York que brinda programas de inclusi\u00f3n financiera, salud y educaci\u00f3n a mujeres de bajos ingresos en Am\u00e9rica Latina.<\/p>

En 2018, Garay se convirti\u00f3 en Director de Desarrollo Econ\u00f3mico, Relaciones Internacionales y ONG de la ciudad de San Miguel. Durante su tiempo en el sector p\u00fablico, Garay trabaj\u00f3 de cerca con las ONG en San Miguel, incluyendo Feed the Hungry. La colaboraci\u00f3n entre los sectores p\u00fablico y sin fines de lucro de San Miguel se volvi\u00f3 a\u00fan m\u00e1s importante durante el apogeo de la pandemia de Covid-19. Un grupo de ONG y la ciudad, a trav\u00e9s de la oficina de ONG y el DIF (Sistema Nacional para el Desarrollo Integral de la Familia), conformaron una red de apoyo llamada \u201cCorazones Unidos\u201d. Esta red pudo entregar decenas de miles de bolsas de alimentos a los m\u00e1s necesitados de San Miguel. Corazones Unidos tambi\u00e9n distribuy\u00f3 donaciones de verduras frescas, obtuvo medicamentos y atendi\u00f3 casos urgentes de necesidad en toda la ciudad durante la pandemia.<\/p>

Garay tambi\u00e9n se desempe\u00f1\u00f3 como representante de la ciudad durante las brigadas de vacunaci\u00f3n contra el Covid-19 y supervis\u00f3 el papel del municipio en la coordinaci\u00f3n de la log\u00edstica de estas campa\u00f1as. Tras dejar la administraci\u00f3n p\u00fablica en octubre de 2021, Garay retom\u00f3 su labor como asesor legal de empresas que cotizan en bolsa en todo M\u00e9xico. Con respecto a su nombramiento como S\u00edndico en la junta directiva de Feed the Hungry, Garay dijo: \u201cMe siento muy honrado por la invitaci\u00f3n para unirme a la junta directiva de Feed the Hungry, una ONG muy respetada con una larga trayectoria de ayuda a los necesitados de San Miguel de Allende.
